Direct Vision Standard requirements in London have now changed.
To improve the safety of all road users, heavy goods vehicles over 12 tonnes must have a DVS Star Rating of 3 or fit a Progressive Safe System to operate in Greater London.
The DVS Progressive Safe System (PSS) represents an enhanced version of the current DVS System, mandated for installation by fleet operators for HGVs over 12 Tonnes in Greater London ensuring legal travel and operation.
The enhanced DVS Progressive Safe System retains the core objectives of the current DVS while introducing increased intelligence. Its primary aim remains to enhance driver visibility, particularly on the nearside of the vehicle, by eradicating blind spots.
The principal innovation lies in the nearside detection component, also referred to as the Blind Spot Information System (BSIS). This advanced system can distinguish between stationary and moving objects, issuing alerts solely when moving objects are identified. Additionally, the nearside camera monitoring system must be installed to eliminate blind spots comprehensively, covering both the vehicle and trailer’s nearside.
Finally, a front sensor detection system, designated as the Moving Off Information System (MOIS), is required. Similar to the BSIS, MOIS is capable of distinguishing between stationary and moving objects, activating alerts exclusively in the presence of moving objects.

HGV operators must apply for a permit for their vehicles before travelling through the area. A permit will be granted if the vehicle meets the minimum DVS star rating.
If your vehicle is rated zero stars, you will need to make your vehicle safer by fitting it with Safe System improvements. You will need to make your vehicle safer by fitting it with a Progressive Safe System.
To improve the safety of all road users, HGVs rated below three stars will need to install the Progressive Safe System.
